i have the gemcrafter lvl 3 and inscriptionist already, i tried putting slatestone and 3 piled chip,small or normal gem together but nothing happens.
do i need special item or is there any npc to talk to be able to combine gems? |

The slatestone itself do nothing, you can combine fehus+slatestone to get othila(used to get normal size gems) and othila+slatestone to get Jera(to get perfect size gems), after that you can combile othila or jera with gems. |
