Increase drop rate for 3rd Anniversary Event

Greeting, 

Thank you for supporting ROW. 

We have started additional event for our 3rd Anniversary. 

We would like to increase our drop rate for our 

3rd Anniversary Event.

All users in the server must log out before 13:00PM (GMT +8) on the March 28.  

We want to change the event slightly to make enjoyable

3rd Anniversary Event for everyone.
